The fatal shooting of a young man by a bodyguard attached to Principal Secretary for Youth Affairs Fikirini Jacobs has sparked outrage and raised serious questions about what happened during a youth meeting in Nairobi’s Kariakor area.
The incident, which occurred on Tuesday evening, left 30-year-old Cecil Otieno Ouma dead and has prompted calls for a thorough investigation into the actions of those involved.
Ouma was a student at the Technical University of Kenya and was also known as a youth leader from Imara Ward in Embakasi.
His death has shocked family members, friends, and residents, many of whom are demanding justice and accountability.
The shooting happened shortly after a youth sensitisation meeting held at Kariokor Social Hall, where PS Jacobs had attended as the chief guest.
While the event itself ended peacefully, confusion reportedly broke out as the Principal Secretary’s convoy prepared to leave the venue.
Different accounts have emerged about what led to the shooting. Some witnesses claim that the Principal Secretary had given money to youths who attended the meeting. According to these witnesses, some members of the group were dissatisfied with the amount and asked Ouma to approach the PS’s vehicle to return the money instead of accepting it.
However, police have presented a different version of events. According to investigators, a large group of youths surrounded the official vehicle while demanding handouts.
During the commotion, some people allegedly opened the vehicle’s doors, stole mobile phones belonging to members of the security team, and damaged the rear windscreen of the vehicle.
It was during this confusion that one of the bodyguards reportedly opened fire. Ouma was struck by several bullets and was rushed to Park Road Nursing Home for emergency treatment.
Sadly, doctors pronounced him dead on arrival. Reports indicate that his body had multiple gunshot wounds, including injuries to his left arm and the left side of his chest.
News of his death spread quickly, with relatives describing him as a peaceful and dedicated young leader who actively participated in community affairs.
His brother, Jeff Otieno, questioned how the officer believed to have fired the shots was able to leave the scene following the incident. Family members have appealed for justice and have urged investigators to establish exactly what happened.
Former Embakasi Member of Parliament Irshad Sumra also visited the mortuary to console the family. He condemned the shooting and called for a fair and transparent investigation while urging residents to remain calm and avoid taking the law into their own hands.
Police have since confirmed that statements have been recorded from witnesses as well as officers who were present during the incident.
Detectives from the Directorate of Criminal Investigations based in Starehe are leading the investigation. Authorities have also confirmed that one suspect has been arrested in connection with the shooting and is expected to face charges as investigations continue.
The incident has drawn significant public attention because it involves the security detail of Principal Secretary Fikirini Jacobs. The youthful government official has built a public profile around youth empowerment programmes and has frequently urged greater investment in young people across the country. His appointment as one of the youngest Principal Secretaries in the Kenya Kwanza administration has often been highlighted as an example of young leadership in government.
