Auditor General Report Exposes Makueni MP Susan Kiamba And Chairman Daniel Kavoi In KSh 74 Million CDF Scandal

A recent report by the Auditor General has uncovered a major scandal implicating Makueni MP Susan Kiamba and Constituency Chairman Daniel Kavoi.

The report, dated June 30, 2023, reveals substantial financial mismanagement and misappropriation of Constituency Development Fund (CDF) allocations amounting to KSh 74,774,780, sparking widespread concern over the administration of public resources in Makueni.

The report highlights several areas of concern, beginning with the dubious expenditures under Chairman Kavoi.

He spent KSh 3,485,988 on committee expenses, but KSh 1,808,000 of this was unaccounted for, with no supporting payment vouchers available.

The absence of these critical documents raises serious doubts about the legitimacy of these expenses, pointing to possible fraudulent activities or negligence in the handling of public funds.

A more alarming revelation involves MP Susan Kiamba’s allocation of KSh 11,602,822 for the purchase of land meant for constituency assets.

However, only KSh 9,298,641 was documented, and no evidence was provided to explain the discrepancy.

This significant gap has led to questions about where the remaining funds were diverted and whether the intended land purchases were made at all.

One of the most troubling findings in the report concerns the bursary allocations.

A staggering KSh 56,865,454 was supposedly disbursed to secondary, tertiary, and special schools.

However, the absence of documentation from recipient institutions casts doubt on the validity of these disbursements and whether the funds reached the intended beneficiaries.

This lack of transparency raises concerns about the misuse of funds intended to support education for needy students in the constituency.

In total, the Auditor General’s report calls attention to the KSh 74,774,780 in CDF allocations managed by MP Kiamba and Kavoi, raising questions about their financial stewardship and accountability.

The variances in expenditures and the lack of proper documentation underscore the need for a thorough investigation to determine the extent of the misappropriation and to hold those responsible accountable.

This scandal adds to the growing number of cases of mismanagement of public funds in Kenya, as other counties and constituencies have also come under scrutiny for similar irregularities.

The report suggests an urgent need for reforms in the management of CDF resources and stronger oversight to prevent future misuse of taxpayer funds.
