The Ethics and Anti-Corruption Commission (EACC) has arrested seven current and former senior officials from the Nakuru County Government together with a contractor following investigations into an alleged conflict of interest and procurement fraud involving county contracts worth more than KSh120 million.
According to the commission, the investigations focused on contracts valued at KSh120,042,417 that were awarded between the 2020/2021 and 2024/2025 financial years. The probe was triggered by allegations that Lorna Karamuta Mubichi, an Economist II at the County Government of Nakuru, was involved in business dealings between the county and companies linked to her family while she was serving as a public officer.
EACC said three companies Denken Building & Construction Limited, Murinchamba Investments Limited and Windcom Solutions Limited received a total of 29 contracts during the period under investigation.
The companies were paid a combined KSh120,042,417 by the county government.Investigators established that the three firms were owned and controlled by Ms. Mubichi’s husband, Kenneth Muriithi Ndubi, either individually or jointly with his brother, Brian Mwenda Ndubi.
The commission further alleged that the companies used false documents to secure tenders from the county government.
The investigations also revealed that part of the money received from the contracts was transferred into joint bank accounts held by Ms. Mubichi and her husband. EACC stated that investigators traced additional payments from the contract proceeds to several senior county officials.
According to the commission, Ms. Mubichi’s financial interests in the companies created a direct conflict with her official duties as an employee of the Nakuru County Government.
EACC said the situation violated the principles of integrity and accountability expected of public officers.
After completing the investigations, the commission forwarded the case file to the Director of Public Prosecutions (DPP), who approved the prosecution of nine suspects.
The charges include conflict of interest, money laundering, acquisition of proceeds of crime, engaging in corrupt procurement practices and failure to comply with procurement laws.
Those arrested include Lorna Karamuta Mubichi, Kenneth Muriithi Ndubi, Chief Officer for Medical Services Daniel Ndung’u Wainaina, Chief Officer for Roads and Infrastructure Kennedy Mungai Barasa, Chief Officer for Water Timothy Kiogora Murithi, Nakuru City Manager Peter Gitau Thabanja and Solomon Sirma, who currently serves as the County Executive Committee Member for Finance in Baringo County and is a former Chief Officer for Health in Nakuru County.
The suspects are expected to appear before the Nakuru Law Courts on July 31, 2026.EACC also directed two other individuals believed to have gone into hiding to report to the commission’s South Rift Regional Office in Nakuru or the nearest EACC office.
They are Brian Mwenda Ndubi, a director of Windcom Solutions Limited, and Josphat Kimemia, the Chief Officer for Youth Affairs and Sports.
The commission said it remains committed to protecting public resources and ensuring that individuals involved in corruption and economic crimes are held accountable.
EACC further urged state agencies and public institutions to strengthen compliance with the Conflict of Interest Act, 2025, through effective measures aimed at identifying, managing and preventing conflicts of interest among public officers.
