Kassim Abdi Sebo, also known as Commander and called Chief Goon by police, has pleaded guilty to charges against him.
He is now being held at Kisii Central Police Station after his arrest in Homa Bay.Sebo faces a charge of robbery with violence under Section 296(2) of the Penal Code.
Police say they linked him to the attack at the Tourist Hotel on August 15. They have also connected him to several other serious cases, some of them fatal.
His arrest happened only weeks after Homa Bay Governor Gladys Wanga and Homa Bay Town Member of Parliament Opondo Kaluma publicly described him as the ODM Youth Chairman.
That claim came at a time when questions were already being asked about his activities in the area.
The case has drawn attention because of the gap between the political title given to him and the criminal charges he now faces. Police have presented him as a key figure in a series of violent incidents. The guilty plea means the court process will move forward on the basis of that admission.
Robbery with violence is a serious offence under Kenyan law. It carries heavy penalties when proven. By pleading guilty, Sebo has accepted the charge as presented.
He remains in custody at the police station in Kisii while further steps in the legal process are prepared.
The arrest and the plea come after a period of public discussion about security in Homa Bay. Residents and local leaders had raised concerns about rising incidents of violence.
The Tourist Hotel attack in August was one of the events that brought those concerns into sharper focus.
Sebo’s background as someone named in political circles has made the case more noticeable. When senior officials identify a person as a youth leader in a major party, it creates certain expectations.
Those expectations now sit alongside the criminal record that police have outlined.
The focus remains on the court process. Sebo is remanded and the charge of robbery with violence stands.
The earlier statements by the governor and the member of parliament form part of the public record surrounding the matter. Police continue to treat the case as one involving multiple incidents beyond the single hotel attack.
This development adds to the ongoing conversation about crime, politics and accountability in the region.
The facts of the arrest, the charge and the guilty plea are now clear. What follows will depend on the next stages of the justice system.
