A 68-page dossier submitted to Kenyan investigative authorities has placed businessman Tony Ketter at the centre of a disturbing international criminal investigation involving claims of murder-for-hire, money laundering, corporate fraud and a bitter business dispute.
The dossier, compiled by software developer and whistleblower Eliud Gilisho, accuses Ketter of organising plans to eliminate his former wife, daughter, brother and several other individuals in Kenya and South Africa.

Gilisho, who previously worked with Ketter at Novogames International Limited, claims he was used as a financial intermediary in the operations but secretly sabotaged the plans to save the intended victims.
He further claims that his former business partner turned against him after discovering that he had frustrated the operations and reported the matter to South African investigators.
The dispute has since extended to Kenya, where Gilisho faces theft-related charges in a Milimani court. He maintains that the case is a calculated attempt to silence him, destroy his reputation and take control of the gaming business.

The dossier contains digital communications, financial records and other documents that Gilisho says support his account of events.
Marriage Breakdown and the Beginning of the Family FeudAccording to the dossier, the conflict began in 2019 when Ketter’s former wife, Daphne Ketter, discovered that he was maintaining relationships with several other women.
The report names Nancy and Joy, with whom Ketter reportedly had children, and Carol Maina, an employee of Kenya Power and Lighting Company (KPLC).

Daphne, who lived in South Africa with their children, including their daughter Danielle, subsequently initiated divorce and custody proceedings.
Gilisho states that Daphne secured custody of the children and favourable property orders, leaving Ketter without custody rights.
The whistleblower says the outcome of the proceedings triggered a bitter dispute, with Ketter becoming increasingly hostile towards his former wife and other people associated with her.
South African Arrest and Plans to Eliminate Family Members
The situation escalated in 2023 when Ketter was arrested and detained at Brooklyn Police Station in South Africa over an attempted attack on his former wife, according to the dossier.
Gilisho says he travelled from India, where he was overseeing the outsourcing of software developers, to help secure Ketter’s release on bail.
However, the whistleblower claims that Ketter subsequently developed plans to eliminate Daphne, their daughter Danielle and seven other individuals whom he accused of introducing his former wife to cult-related activities.
The individuals named in the dossier include Dr Rosemary, Diane, Daphne’s brother in Ethiopia, her sister in the United Kingdom, Esther and her husband, and Pastor Herman.
Other people identified as targets include a man in Eldoret involved in a KSh400,000 land dispute, the owner of Magnet Advertising and an auctioneer.
Gilisho identifies Mamelodi and Soweto in South Africa as locations where some of the plans were discussed.
He says information about the intended victims, including their telephone numbers and locations, was shared with people expected to carry out the attacks.
The whistleblower maintains that he frustrated the operations and is prepared to testify about the events.
Sonangol Payments and the Money Trail
The dossier also details how the planned operations were financed.
Gilisho claims Ketter travelled to Angola, where he spent more than four months pursuing payments from state-owned oil company Sonangol.
He says Ketter was seeking the money to finance the planned attacks in South Africa.
The whistleblower further describes a financial network involving Somali Hawala agents, M-Pesa accounts and bank transactions allegedly used to move and conceal the funds.
According to the report, Gilisho’s accounts were used to receive money sent through individuals identified as Joy and Nancy, as well as Ketter’s son Antony.
Skype conversations included in the dossier reportedly contain discussions about the money required to execute the plans.
In one message attributed to Ketter, he states that the total amount required was $10,000 and that they would proceed once Sonangol released the funds.
Another communication refers to dollar payments from Sonangol.
Gilisho says the money was intended to purchase getaway vehicles, acquire firearms and pay individuals contracted to carry out the attacks.
He wants investigators to examine the transactions and establish the origin, movement and intended use of the funds.
Brother Targeted in Family Inheritance Dispute
The dossier further accuses Ketter of planning to eliminate his brother, David Ketter, following the death of their mother in Nandi Hills.
Gilisho says the dispute centred on family inheritance and succession matters.
According to the whistleblower, Ketter shared David’s telephone number and the location of his wife’s workplace at Upperhill School in Nairobi with individuals expected to carry out the attack.
The report also claims Ketter avoided travelling to Kenya for his mother’s burial to distance himself from the planned operation.
His mother’s body remained at a morgue for more than ten months before burial, with the dossier linking the delay to financial difficulties.
Ketter reportedly attended the burial virtually.
Children and Workers Left Without Financial Support
Gilisho also raises concerns about Ketter’s financial responsibilities, claiming that his business activities and personal disputes left several dependants struggling.
The dossier states that Ketter’s children in Kenya, identified as Mario and Mitchell, were out of school for more than two years. It also claims tea pluckers working on his property went unpaid for over twelve months.
Additionally, household items were auctioned over rent arrears amounting to approximately KSh4.5 million.
The KSh122 Million Dispute and Safaricom Paybill Controversy
The business relationship between Ketter and Gilisho deteriorated further in May 2024.
Gilisho says he confronted Ketter and disclosed that he had been frustrating the planned attacks and had reported the matter to South Africa’s Hawks investigative agency.
He claims Ketter responded by reporting him to Kenyan investigators, accusing him of stealing KSh122 million from Novogames International Limited.
The dossier also accuses Ketter of forging Gilisho’s signature in an attempt to remove him as an administrator of the company’s Safaricom Paybill number 4121005.
According to Gilisho, Safaricom received an email requesting the administrative changes but copied him in the correspondence.
He says he immediately challenged the signature and informed the telecommunications company that the communication was fraudulent.
The proposed changes were subsequently frozen, according to the whistleblower.
Tunys Tech Takes Over Novogames Gaming Operations
A few months later, Ketter established another gaming company, Tunys Tech Limited.
Gilisho claims the new company took over successful gaming products previously developed and operated under Novogames International Limited.
He maintains that the transfer allowed Ketter to continue earning revenue from products belonging to their former business while pushing him out of the company.
The ownership and transfer of the gaming products have now become central issues in the dispute between the former business partners.
Milimani Court Case and Claims of a Corporate Takeover
Gilisho is currently facing theft-related charges in Milimani under Case No. 667.
The charge sheet, as described in the dossier, accuses him of obtaining money under false pretences and failing to develop the gaming products.
However, he disputes the charges, arguing that Novogames was a fully operational business with offices and employees at Delta Business Park in Riverside, Nairobi.
He also points to promotional campaigns involving prominent Kenyan personalities, including Bahati, Amber Ray and Eric Omondi.
Gilisho questions how the business could be described as fraudulent when it had employees, physical offices and paid promotional partnerships.
He maintains that the criminal proceedings are intended to destroy his credibility and prevent him from testifying about the events in South Africa.
Muthaiga Police Station Incident and Fears for His Safety
The dossier also details an incident at Muthaiga Police Station following Gilisho’s arrest.
He claims Ketter and an associate identified as Bonka or Boka visited the station and remained within the compound for more than four hours.
Gilisho says their presence raised fears about his safety while he was being held in custody. He claims he reported the matter to police officers, who eventually instructed the two individuals to leave if they had no official business at the station.
The whistleblower further accuses Ketter of using an edited WhatsApp conversation to portray him as having issued death threats.
He fears the communication could be used to introduce additional charges and have his bond cancelled ahead of a November 10 court appearance.
Appeal to DCI, INTERPOL and Financial Reporting Centre
Gilisho says he has written to the South African Embassy in Kenya and submitted communications to support his account of events.
And now calling for an independent investigation involving Kenyan and South African authorities.
He wants the DCI and INTERPOL to obtain and preserve the complete WhatsApp and Skype communications associated with Ketter, including accounts identified as tketter@setlighttechnologies.com and tketter@icloud.com.
He has also asked investigators to examine the metadata and compare the communications with Ketter’s travel records in South Africa and Angola.
The whistleblower wants the Financial Reporting Centre (FRC) to investigate the M-Pesa and bank transactions, including the Hawala transfers and payments linked to Sonangol.
He has also called on the ODPP to examine the Safaricom correspondence, the transfer of Novogames’ intellectual property and the criminal charges facing him.
Additionally, Gilisho wants South Africa’s Hawks to investigate the threats against Daphne Ketter.
A Fight Over Evidence, Business Ownership and Justice
At the centre of the unfolding dispute are two former business partners whose relationship has developed into a serious legal confrontation involving claims of international criminal activity and corporate interference.
Gilisho insists that the digital communications, financial records and other documents in his possession provide investigators with a basis to establish what happened.
He maintains that he is not seeking immunity but protection and an opportunity to present his evidence without intimidation.
The case now raises questions about the movement of international funds, the ownership of Novogames’ gaming products and the safety of individuals who claim to possess evidence of serious criminal activity.
