Geoffrey Ruku, the Mbeere North MP who sponsored the controversial Assembly and Demonstration Bill 2024, has been nominated as the Cabinet Secretary for Public Service, Human Capital Development, and Special Programmes.
His appointment comes as he replaces Justin Muturi, who has been dismissed after months of speculation about his strained relationship with President William Ruto.
Ruku’s nomination is expected to raise eyebrows, especially given his role in pushing for stricter regulations on public protests. His bill, which sought to give police more control over demonstrations, was widely criticized for attempting to suppress the right to peaceful assembly.

Despite the backlash, it appears his stance on law and order impressed those in power, leading to his elevation to the Cabinet.
Justin Muturi’s exit does not come as a surprise. Once a close ally of Ruto, he played a major role in the 2022 elections and was rewarded with a Cabinet position.
However, things started to change when he found himself increasingly sidelined in key government decisions. His fall from favor became more evident when he publicly contradicted some of the administration’s positions, something that did not sit well with the president and his inner circle.
For months, there had been whispers that Muturi’s days in the Cabinet were numbered. His failure to align fully with Ruto’s agenda made him a liability rather than an asset.
His dismissal now confirms that loyalty is the most important currency in this government. It is clear that anyone who does not fully support the president’s vision risks being shown the door.
With Ruku now taking over, there are questions about the direction he will take in his new role. His reputation as someone who supports tighter state control over public gatherings could signal a tough approach to governance.
His responsibilities will include overseeing human capital development and special government programs, but many will be watching to see if his leadership will prioritize government efficiency or simply push policies that limit freedoms.

Muturi’s exit also serves as a reminder that political alliances can shift quickly. Just a few years ago, he was among Ruto’s most trusted allies, but now he finds himself out of government. Whether this is the end of his political career or just a temporary setback remains to be seen.
Meanwhile, Ruku’s appointment is likely to spark debate, especially among those who opposed his bill. His performance in office will determine whether he was the right choice or just another political appointment aimed at consolidating power.
