Ex-KEWASCO Boss Kibii Siele accused of misusing government vehicle weeks after exit

A fresh scandal is brewing in Kericho after it was revealed that Mr. Kibii Siele, the former Managing Director of KEWASCO, has continued to use a government vehicle long after the expiry of his contract.

Mr. Siele officially left office on 2nd July 2025, yet he has not returned the navy blue Toyota Rav4, registration number KCR 011J, which was assigned to him during his time in office.

The car, which used to bear government blue plates, has now been converted to look like a private vehicle and is reportedly being used for personal errands. This is not just a minor oversight it is a blatant show of impunity and misuse of public resources.

Several people have raised concerns after spotting the car in various locations around Kericho, far away from any government office or function. It has even been seen driven by people believed to be Mr. Siele’s close associates, many of them from his village.

These individuals have no official mandate and no right whatsoever to be operating a government vehicle. On Tuesday afternoon, the same car was seen speeding along the Kericho–Nakuru Total Highway, followed closely by a grey Subaru Forester that belongs to the Kericho County Officer for Water.

This suspicious activity has left many wondering whether there’s a wider network involved in the misuse of government resources.

The public anger is growing, especially because the law is very clear on the issue—once a public officer’s term ends, they are required to return all state property immediately.

Mr. Siele has ignored this rule with shocking arrogance. It’s even more disturbing that despite this vehicle being used openly for private purposes, no immediate action has been taken.

Instead, the former MD appears to be enjoying the protection or silence of county officials who should be the first to act.

A concerned citizen has already reported the matter to Cyprian Is Nyakundi, exposing the full details of the car and the misuse. The issue has since been reported to the Kericho County Commissioner, the Directorate of Criminal Investigations, and the Government Check Unit.

An official OB (Occurrence Book) entry has also been made at the Kericho Police Station. These steps show that this is not just street gossip it’s a matter being taken seriously by both the public and the law enforcement bodies.

What’s troubling is the bigger picture. How many more former officials are driving around with government cars, enjoying public assets meant to serve the people?

This is a direct insult to taxpayers who continue to fund these luxuries unknowingly. Mr. Kibii Siele’s actions reflect deep-rooted entitlement and disregard for the rules that govern public service.

If no swift action is taken to recover the vehicle and hold him accountable, it will only encourage others to do the same.The longer this vehicle remains in his possession, the more damage it does to the credibility of the county government and its enforcement institutions.

Public property must be protected, and those who misuse it must be made to face the full force of the law. Mr. Siele is no longer a public officer, and his continued use of the car is not just wrong it is theft in plain sight. It is time for accountability.
