A construction project meant to benefit the people of Muhoroni in Kisumu County is now at the center of serious controversy. The project, funded by the government through the Ministry of Education, was supposed to bring a much-needed boost to technical education in the area.
However, instead of progress, what stands out is confusion, suspicion, and possible misuse of public money. According to details published by Cyprian Is Nyakundi on X, the tender for the construction of a twin workshop, classrooms, and a two-storey office block at Muhoroni Technical and Vocational College (TVC) was awarded to Calmape Engineering Ltd in December 2023.
The project was supposed to start on May 17, 2024, and be completed exactly a year later, on May 17, 2025.Shockingly, a site visit by officials from Ramogi Institute of Advanced Technology (RIAT) on April 17, 2025, revealed that no construction work had started. Not even groundbreaking had taken place. What is even more alarming is that the team did not even visit the original Muhoroni TVC site.
Instead, they were taken to a different location entirely Aora Ndinya Technical Training Institute (TTI), a new proposed institution within Ngeny Primary School in Masogo/Nyangoma Ward. This unexpected change has raised red flags.

It appears that the original tender might be used to cover up a different, unapproved project, sparking fears that this could be a ghost project.
Nyakundi shared a message from a concerned source who reached out to him, stating, “Hello and good morning Cyprian. Is it possible to get the list of directors of Calmape Engineering Ltd? This is the backstory: The Ministry of Education announced a tender for the proposed erection and completion of a twin workshop, classrooms, and office block (2-storey) at Muhoroni TVC in Kisumu County (Muhoroni Constituency) in December 2023. The tender was awarded to Calmape Engineering Limited, and the project commencement date was set for May 17th, 2024, with an expected completion date of May 17th, 2025. However, on April 17th, 2025, a delegation from Ramogi Institute of Advanced Technology (RIAT), which had been proposed as the mentoring institution, conducted a site visit, not at the intended Muhoroni TVC site, but at a new proposed location for Aora Ndinya Technical Training Institute (TTI), situated within Ngeny Primary School, Masogo/Nyangoma Ward.
The RIAT team, which included the principal, board chairman, infrastructure chairman, and deputy principals, was accompanied by the contractor and welcomed by various stakeholders including Mr. Del (Chairman, Muhoroni NGCDF), Mr. Sospeter Ngere De (Constituency Manager representing the MP), board members from Ngeny Comprehensive School led by the HOI Mr. Obedy Imbukwa, community members, national administration officials, and representatives from the sponsoring Catholic Church.

This visit was meant to be a preparatory step ahead of the official groundbreaking ceremony. The questions now are: Calmape Engineering Ltd was supposed to start construction on May 17th, 2024, and complete it by May 17th, 2025. As of April 17th, 2025, not even the groundbreaking had taken place. What happened?
Why was the site visit held at a different location entirely unrelated to the original Muhoroni TVC tender? Is this a ghost project using a legitimate tender to cover up another unapproved initiative? Why was there a violation of procurement timelines and the Public Contracts Act?
And where was Muhoroni MP James Onyango Koyoo in his oversight role?
For how long does Koyoo plan to sleep while Muhoroni still lacks even a single functioning TVET or KMTC?”

There are concerns about whether the project is genuine or just a cover for misusing public funds. Why would the ministry award a contract, set clear timelines, and then allow the project to shift location without proper communication or documentation?
It also raises serious concerns about oversight. How could such a shift in the project’s scope and site happen under the nose of elected leaders like Muhoroni MP James Onyango Koyoo? His silence on the matter has added to public frustration, especially as the constituency still lacks a single operational TVET or Kenya Medical Training College.
