In a near confrontation which could have turned bloody, Isiolo Governor Mr. Abdi Guyo nearly engaged a fist cuff with area officer in charge of Station (OCS) over the eviction of illegal occupants of parcel of land in the town.Infuriated and angry Governor stormed the site of the eviction and confronted the OCS Mr. Francis Kairu, who maintained calm and had to be moved away by a female colleague.
In the video clips captured and that went viral, the Governor threatened the OCS with dire consequences claiming he had turned a rogue officer.
“This one has become a bad man. I will report him even to the president. I will not entertain police officers based in Isiolo presiding over eviction of my residents,” he said. He later stormed the OCS office where he threatened officer again and declared that he will mobilize the residents to burn any bulldozer in Isiolo used in demolition of houses in the area.
Attempts by the OCS to explain to him that he was acting on court order fell on a deaf ear as he walked out of the office. Infuriated Guyo told the OCS “ who has allowed you to preside over the demolition of people property here ? I was told the police were coming here and I came but the eviction has taken place before I arrived.
I want to tell those who have got their title deed from Nairobi and going forward there will be no eviction in Isiolo county and they risk dire consequence This is the last time this has happened and we will not allow this happen to again in Isiolo Town.
Even if there is court order, we will not allow that to happen in Isiolo. This is the last time, it is happened in the town. We will not allow any eviction in Isiolo going forward.I know there are several people with fake title deeds in Isiolo and we are going to investigate them.
We are going to rebuild the houses on the same land where our people have been evicted.From today, if the police preside over demolition of premises, we will burn them. We will not respect the court orders that are fraudulently got from Nairobi,” he said.
The owner, Mr. Abdi Noor Umar if the land retired career civil servant has expressed concern over his life after Isiolo Governor Mr. Abdi Guyo allegedly incited the public after successful eviction of squatters in his parcel of land in Isiolo Town. Mr. Abdi Noor Umar got a court ruling that declared the disputed land belonged to him and that illegal occupants be evicted from the premise.
A court in Meru ruled that the land belonged to Abdi and ordered for eviction of those in the land.In the Meru’ s Land and Environment court between Abdi against Adan Mamo Elema and 22 others, the court ruled that a declaration is made that the defendant’s continued occupation of Land parcel No 11 at Checheles within Isiolo township was unlawful and that the same constitutes trespass.
That the defendants be evicted from the said parcel of land No 11 at Checheles within Isiolo Township the applicant to forthwith enter upon and repossess the suit premises, being land parcel No 11 at Checheles within Isiolo township.That the OCS Isiolo police station be directed to ensure compliance of the order number 2 above heroin.
That the costs and expenses occasioned by and incidental to the applicants entry and repossession of the suit premises be borne by the respondents here inJustice C.K Nzili ordered that an eviction order be and is hereby issued against the six defendants still occupying the land to be supervised by the OCS I siolo police station.
The police upon receipt of the court judgement and order wrote to the six namely Samson manudnang Edome, Abdikadir Ali Koricha, Abdullahi Guyo C/O Rahma Guyo, Nura Diba Bila and Stephen Eloto Edome over eviction notification. The letter signed by the OCS Francis Kairu read in parts “ you are herby notified that a court order was issued by ELC court Meru vide ELC NO 29 of 2019 on the 17th January 2024, and the court directed that you be evicted from the parcel of land namely bloc 2 No. 11 located at Checheles in Isiolo county. You have been granted seven days from now to give vacant possession of the said land or be evicted. Be advised accordingly,” .And last week, Abdi in the presence of the police undertook eviction of the squatters which infuriated the governor who declared that the evictees will reconstruct their houses in the disputed land.In 2019, County Government of Isiolo, which was interested party in the case filed a notice of withdrawal from the case and the request was granted.
Abdi said he fears for his life after the governor declared to “punish’ him over the demolition and wants the police to protect him.“I am a law abiding citizen, I do not know why the Governor doesn’t want to respect the court order and is inciting the residents against me. I have been paying rates and respect the governor. He should respect my right and allow me develop my property,” he said. “From the governor utterance I fear for my life, Let the governor respect court ruling instead of trying to apply jungle law,” he said.
