Big Scandal Revealed Regarding Housing Allowance Involving President Ruto and His Deputy Rigathi Gachagua Despite Living in State Residences

The recent revelation regarding the housing allowances allocated to President William Ruto and Deputy Rigathi Gachagua has sparked a debate about public expenditure and the structure of state officer remuneration.

Despite residing in state-owned residences, both figures receive substantial monthly housing allowances: Ksh350,000 for President Ruto and Ksh300,000 for Deputy Gachagua.

The Salaries and Remuneration Commission (SRC) plays a pivotal role in defining and regulating the compensation framework for public servants, including state officers like President Ruto and Deputy Gachagua.

According to SRC Chairperson Lyn Mengich, the remuneration structure consists of three main components: basic salary, allowances, and benefits.

Housing allowances fall under the category of allowances, which are designed to support state officers with their living expenses.

The rationale behind providing housing allowances to President Ruto and Deputy Gachagua lies in ensuring that they can access reasonable accommodation, despite residing in official state residences.

This allowance supplements their overall compensation package, which includes basic salary, allowances for other expenses like airtime, and various benefits such as medical and life insurance covers.

However, this practice has not been without controversy. Critics argue that paying housing allowances to individuals who already reside in state-provided accommodations amounts to unnecessary expenditure of public funds.

Concerns have been raised about the efficiency and transparency of such allowances in the context of broader fiscal responsibility.

President Ruto’s total monthly remuneration stands at Ksh1,443,750, which includes his basic salary, housing allowance, and other adjustments.

Deputy Gachagua, on the other hand, receives a gross salary of Ksh1,227,188 monthly, comprising his basic salary, housing allowance, and similar benefits.Both state officers also benefit from comprehensive insurance policies, including a significant medical cover for inpatient and outpatient services, ensuring their health needs are well addressed.

In response to public concern, SRC Chairperson Mengich has acknowledged the need for a review of certain allowances, including housing allowances, within the overall remuneration structure for state officers.

This review aims to ensure that public funds are allocated judiciously and effectively, balancing the need to provide competitive compensation with fiscal prudence.
